To follow up -- I figured out that postfix things that billing is a mbox, not 
a maildir format.  So, I changed my virtual user file and added a trailing 
slash:

from:
  billing at example.com common/shared/.billing

to:
  billing at example.com common/shared/.billing/

This solved the delivery problem.
