Two possible things to check:

- - Do you have that partition mounted 'nosuid'? look in /etc/fstab

- - Do you have a line like: 
ScriptAlias /mailman/ /var/mailman/cgi-bin/

That tells apache to treat everything in there as a script and run
it. Otherwise it might just spew the binary to the browser, as you are
seeing.
