ntpd is designed to keep your clock sync'd continuously.  I don't think 
that restarting it accomplishes anything.

If you only want occasional updates you can use ntpdate.  It's like 
rdate using the ntp protocol.

I don't remember what my server was doing with the clock but ntpdate 
twice a day was not enough to keep it from being stepped.  That just 
means the error was more than .5 sec, but some apps may misbehave if the 
clock steps backwards.  Using ntpd should solve your problem regardless 
of the motherboard being off.
