If you popped it up, I'd never see it ;)  If you're targetting Internet 
Explorer, I guess that's ok for most people (I know where I work they 
basically say "we only care if it shows up on Internet Explorer"), but 
anyone who uses mozilla won't see it unless they actually click on a 
link to make it pop up.
