You could store messages on shared folders, using courier-imap.  Such folders 
have several useful attributes:  

1.  security - grant access only to users or by groups of users; can grant 
full access (edit) or read only
2.  storage - imap runs on the server, so you minimize copies of the messages 
on clients
3.  attachments - message + attachment stored unchanged in shared folders
4.  client support - I tested (Kmail, Thunderbird / Moz, Outlook), and shared 
folders show up when client uses IMAP connection type.   You can easily 
drag-n-drop messages into a shared folder using the mouse - much more user 
friendly than - 'save as'

AFAIK, the popular UW-IMAP does not support shared folders.  Here's the

There are admin steps for setup, but these are minimal and you can script the 
access to folders when new mail accounts are created.  This small admin 
overhead may be worth it to keep your client happy.
