I'd file if I had the money or the know-how, I'm a basement tech that can do
networks all day but when it comes to the law forget it.  I've filed with
PUC and BBB so far, just pretty much waiting.

How is this even possible?  If service comes in from Qwest or another 
provider in that closet, then I believe that is open to all providers. 
Including yourself.  I can also see a lawsuit being filed against them for 
denying your right of access.
