In quite a few places that I've worked, the SEC and
IRS require the company to keep 7 years worth of
records.  When upgrading our oracle financials box, we
still had to keep around the old box to be able to
read the old tapes with the old versions of the
software.  I do not believe that this is an uncommon
problem!  It makes long-term backup and recovery much
more complex.
