Sadly that's the answer.  But not to fix GroupWise, to establish an 
"Enterprise Messaging Infrastructure", in a decision made on purely 
political grounds with no opportunity for competition (well, I guess 
there may be competition between various Exchange outsourcers but even 
that isn't certain).
