Thanks for the responses.  I believe it was an X problem
after my Fedora Core 2 upgrade.  When I started X I was
getting an "Error activating XKB configuration." error. 
I'm thinking they are related.  I looked up the X problem,
discovered two pages:

I renamed /etc/X11/XF86Config and the X error went away
and my man command now works.
