[CLUE-Tech] restarting syslogd

Maybe someone can explain this to me:

I noticed I had a problem with /var/log/maillog not being logged to 
anymore.  It had zero bytes.  I restarted syslogd and suddenly the file 
starts filling up again.

Now I haven't noticed this problem before, and the logrotate is still on 
the same schedule it has been on for months.  I really don't understand 
why syslogd had to be restarted--I'm not even sure precisely what it 
does, but some how it fixed the problem.
