I'm confused.  The only reason fetchmail would not be able to do what 
you want is if you don't have any kind of mail server on the machine in 
question.  Is that the case?

I currently have fetchmail doing exactly what you ask (well, I have 
since moved away from mbox to IMAP).  fetchmail has a built in daemon 
mode, and can run system wide.  Sure, exim does the actual step of 
writing the mail to disk, but there are several lightweight mail 
servers out there.
