After reading more carefully, I believe that your grub setup was at
fault. From the fdisk output, hdb1 is your /boot partition, and hdb2
is your root partition. Please boot linux and setup grub again as
follows and then try with your grub.conf as is ('root' or
'rootnoverify' for the windows stanza should make little difference.
As root user or su or sudo:
grub
root (hd1,0) <== this is hdb1
setup (hd0) <== this a drive spec, not a partition spec
This will rewrite the mbr on hd0, and you should be good to go.
If this doesn't work, send exact details with any error messages.
