And now, 6 hours later...

I have the solution to my quota problem on debian.  The short answer is 
this:  by default debian uses version 1 of the vfs quota system.

 From what I can tell this is the support in the kernel, while the quota 
tools themselves seem to recognize both versions.  So, if you create 
aquota.user files instead of quota.user files, some things will not 
work.  At some point I couldn't turn the quotas on.  Now, since I 
deleted the aquota.user files and recreated the quotas using version 1, 
everything seems to be working, even users being able to check their own 
quota without read permission on the quota.user file.
