Sorry, but I can't help you without some relevant info from the 
non-functional network.  So you might do a trace from there to the 
correct address (or is your problem actually with name resolution?)  And 
include the SNAT address on the non-functioning side.

Here's a thought experiment for you:

You did this:

> traceroute to 69.140.216.27 (69.140.216.27), 30 hops max, 38 byte packets
[...]
> 11  te-9-2-ur01.rockville.md.bad.comcast.net (68.87.128.218)  21.317 ms  17.867 ms  16.167 ms
> 12  * * *
> 13  pcp04370002pcs.nrockv01.md.comcast.net (69.140.216.27)  28.722 ms  26.048 ms  25.933 ms
> 14  * * *
> 15  * * *
> 16  * * *
> 17  * * * 

Now if you were tracing to 69.140.216.27, and hop 13 is that actual 
address, why did the trace continue to hops beyond that?  traceroute(8) 
has enough info to figure this out, though you might google up a more 
concise description.
