This, in my opinion, is worth getting someone with legal experience to 
investigate.  I don't know anyone with that skill, access, or ambition.  
I suspect, however, that there could be truth to the "chartering" 
issue.  Way back when I first got IDSL at home, I heard a similar remark 
from my ISP at the time -- I had to "claim" a home-based business to 
legally acquire the service.  The "chartering" term was used again.  I, 
for one, would like to know for sure because I've gone on blissfully 
believing all this (and restricting myself to DSL wherever/whenever I move).

Granted, I'm not complaining.  DSL has treated me very well.  I just 
like to know what the truth is whenever there is question, and know 
whenever I have more options than are presented.
