[clue-tech] user mounts

Incidentally, I know I can Google this myself, but I am a social animal, and I would
rather have Dave Anselmi's or Keith Hellman's or any other of my local Linux heros'
answer, than some stranger from the Internet. This is why I have violated protocol and
asked this relatively simple question here.

The answer is probably add such and such a line to /etc/sudoers, but then how do I
control who is allowed to mount what where? I don't want Joe Random User mounting
something stupid at /etc, now do I?
