Hola,
I have been designing a special offer web page using gimp - it's easier to do 
layout in an image editor rather than constantly changing html to move 
elements in the page.
I was concerned about converting to HTML once the design was completed, but 
the py slice utility [Filter | Web | Py-Slice on the menu bar] worked great.
Make sure you flatten your image (if you used layers) then drag guides onto 
where you want to create the html table.  Then run py-slice and voila!  Your 
image is cut into chunks and put into a generated HTML table which looks like 
your original page.
This has some limitations but is way more efficient for certain types of HTML 
pages (like a special offer or landing page) than doing HTML tweaks or CSS 
mania.
