[clue-tech] mail works some of the time

Thanks very much Jon and David and William for your help on this
problem.  It was key to fixing it for me and understanding why they
setup their system the way they do.

The resolution I got from powweb was basically that while they allow
their web servers to use the mail() function in php as a convenience
that works some of the time, they prefer that each account set up a
php.ini that points the mail() function towards a separate and "good"
SMTP server which is not used as an open relay.

On the one hand, it's sad that they are basically saying it's OK to
use their mail server as an open relay.  On the other hand it's quite
reasonable as a web-host that serves hundreds of thousands of
accounts, how could you possibly keep your machines free of
open-relays when there are bunches of open relays in contact forms all
over the world.
