Are you sure you didn't want to use the /etc/passwd file, instead of vfstab?

Jed's right, use the provided commands to add a user.

As to passwd and shadow, if you write your own line to passwd, I'd write 
a line to shadow too.  You can copy an existing user and erase the password.
