Well, that's debatable. A lot of sites now are using the hover thing to
make DIVs visible/invisible, which accomplishes a drop-down or slide-out
menu effect, much like you used to have to do in JavaScript. Since, IMHO,
those things are a PITA, I would agree that it does nothing for site
functionality, since it actually degrades it.
