I second that nomination.  Activestate Perl comes with a good set of modules
by default.  The PPM manager is quite easy to use from command line or GUI
and CPAN does work with the normal perl -MCPAN -e shell for installing
anything that is not available from the PPM database.  Most of the Win32
mess is there.
