Technically this is illegal.  You could just push the point if you really want the building to magically sprout satellite dishes.

The FCC has clearly stated (and gotten involved in many cases) that apartment owners can't limit renters to any particular distribution method.  Of course, this can be negated by private contract at lease-time... so... the folks may have signed away their rights.
