This is a policy statement:

Personal requests and rebukes should be sent only to the person you're requesting something from, or rebuking. If they ignore you, CC some mutually respected friends. If they still ignore you, go to the most applicable authority. Sending a personal request or rebuke to lots of folks that aren't personally involved, is not appropriate.
