[clue] Monitoring web surfing

Dan's guardian bundles a bunch of this kind of functionality into a
mostly usable package.

https://help.ubuntu.com/community/Servers/DansGuardian has a few hints
on getting started.

Lots of good advice from everyone else on this list too.  Just wanted
to add this little bit.
