Thanks for the reply.  

OpenStack ... for sure have heard of it.  I'd have to bounce it off the customer & the prime contractor to see if it would fly.  Kind of doubt it since the contractor is building their PaaS / SaaS solution on Could Foundry (VMware hypervisor), a competing cloud project.  

Some of the software has been selected, but regarding management of the CentOS VMs, there is still more vetting out to find the right solution.
