[clue] \boot\grub\grub.conf - versus \etc\grub.conf

Yes /etc/grub.conf is a symlink to /boot/grub/grub.conf in rhel variants
that use bios boot mode.  If that link wasn't present or a file was written
in /etc then the changes would not apply to file in boot which actually
determines how grub boots.

This configuration is definitely not universal, for instance Ubuntu has a
defaults file that you may update variables in, then apply changes using
update-grub.  UEFI makes it more complicated.
