[clue-admin] User setup for "member" accounts

I've encountered a "minor" wrinkle in setting up the accounts for clue members.
Originally Jed and I intended to setup these accounts as restricted
users (shell /bin/rbash or equivalent), but it turns out that it is
not (may not be?) possible to use ssh to login to a restricted
account. Apparently, ssh uses the new shell to process the password
packets, and this shell does not have sufficient privileges to reply
positively to ssh - result "permission denied", login failed. More
than that, a restricted user can't even create or cd to directories
under his home directory, which seems a little bit intense to me.
Does anyone have suggestions about getting round this impass? I had
intended to setup users with a home directory and ~/public_html for
their webpage, but that won't work (as far as I know) without normal
shell access.
