Agreed.

There should be no technical reasons the CLUE server couldn't host it.  But if it's developed 
elsewhere, tested, and then moved, and the move is documented and repeatable we're in better shape 
than if it's developed in place and not documented.  If it's developed elsewhere and recreated on 
CLUE that's a loss too, I think.
