You can have several nameserver entries in your /etc/resolv.conf file.
I'd simply add the latest and greatest DNS address to the top of the
list.
You might be interested checking out local dns caching. That was a
hot topic a couple of years ago. Some people claimed it dramatically
speeded up their web page access time. It may also help you out
during your DNS outages. I'm not sure if there's a how-to about it,
but there has to be some good documentation available somewhere on
the net.
