The FCC has a long history of doing whatever it wants, usually at the 
bidding of big business over the public, beginning with their support of 
AM radio over FM at the request of RCA in the 1940's --- an action that 
set back FM radio by ten years --- and continuing until the present with 
their seriously considering Broadband Over Powerline in spite of many, 
many objections of it as a technically flawed system of no value 
whatsoever except to the companies pushing it.
