I am using hub.org.   They are great.   VPS, reasonable prices (very 
reasonable) and I can install whatever I want.

They supply a base image, then anything I install counts against my disk 
usage.

They also have PostgreSQL servers available for use.   That is the main 
reason I am there.

I have had very few issues.   Downtime is almost unheard of, and they 
are offshore if that is important to you.
