And also the concept that the U.S. is constituted as a Union of States,
each of which is a political, or jurisdictional entity unto itself --
well, even given the monstrous size and power of the fed these days.
That's why, among other reasons, the Senate was originally consitutued as
it was, without direct election of Senators.

Oooooh, way to much political history and theory to go into.

Another analogy. In baseball (or pick some other sport), everybody
understands that at the end of the season, it's the team that won the
most games that takes the championship, not the one that scored the most
points. There's a similar notion at work with the presidency, in that the
winner has to be able to compete effectively not in just the most
populous regions.
