I would suggest 3 things:
VisualRoute ( www.visualware.com/visualroute ) to find the bottlenecks.
iptraf ( cebu.mozcom.com/riker/iptraf/ ) to monitor bandwidh.
NetSaint ( www.netsaint.org ) or something similar to monitor equipment.
