If you're about to wipe it, is it worth the trouble to fix?

By "see" I assume you mean the samba server shows up in the browse list. 
  Can you open a share on the samba server?  Try it using the machine 
name and also the IP.  It may work even if browsing doesn't.

This is only correct if samba is acting as a WINS server.  Since you are 
using dhcp, it may override the WINS server setting in Windows (but dhcp 
can set the WINS address itself).  The broadcast behavior is also normal 
and can be set (in later Windows) by dhcp.

Are both machines in the same workgroup?
