If it's the same deal I've heard of, they were all DoD sites.  The guys running the
network were the ones doing the penetration testing.  AFAIK, no heads rolled over
this but as time goes by DISA and NIST get better at helping people secure things.

DISA - Defense Information Systems Agency, the guys who run milnet.
NIST has a bunch of "Special Publications" and Federal Information Processing
Standards (FIPS) on security.
