Well, it is usually just to check email....and if I wait a little while it 
always seems to be back up.  Frustrating, but not a real problem.

And maybe that's why I'm not raising a stink.  I'm not paying to run servers.
And, I'm not paying for that level QoS.  In fact, my ISP fee is pretty cheap.
