Yes, jigdo makes life easier for the mirrors so good citizens will use 
it.  And it does save time updating a Sarge CD every week.

For mirrors that want to provide a pile of packages, and isos with those 
packages on them, jigdo is a reasonable solution.  For sites that only 
provide files in one form, it isn't useful.
