Not disputing anything else you're saying, including that Comcast has had
to be dragged kicking and screaming into what little they have done. With
that said, my logs do show a marked drop off in spam coming from Comcast
client machines, and others are reporting the same thing in discussions on
SPAM-L and news.admin.net-abuse.email.
So far this week, I have blocked 15 attempted connections from
client.comcast.com machines. At the height of the problem when blocking
was first implemented, that number at this time in the week would be in the
multiple hundreds range. They did it due to pressure, not due to altruism,
but they are doing something that seems to be working. Either that, or
they are so widely blocked that the spammers aren't bothering to try anymore.
