Synaptic. As you might guess from the name, it is also a front end to
apt, but there is nothing inherent in apt to prevent it from working
with rpms instead of dpkgs. For RH 7,8,9, you had to go to
freshrpms.net to (easily) get apt working with RH, but thankfully with
Fedora, apt comes ready to go right out of the box (i.e., the
sources.list file points to freshrpms already). Very sweet.
